DOD must stop waiting to plan budget cuts, analysts say

The Pentagon needs to start figuring out how to implement sequester cuts instead of waiting for Congress to reverse them, defense analysts say. "The reality is they need to start planning for this staying in effect, and even if they start right now it's a little too late," said Todd Harrison, a defense budget analyst at the Center for Strategic and Budgetary Assessments.
