NYC comptroller: 9-1-1 upgrade is over budget by $1B

New York City's effort to improve its 9-1-1 communications system has cost $2.3 billion, $1 billion more than budgeted, City Comptroller John Liu says. The project involves consolidating the police, fire and emergency medical services departments and creating two call centers, which will be finished in 2015, seven years behind schedule.
