FCC's proposed repacking model is "plainly unlawful," NAB says

Broadcasters are calling on the Federal Communications Commission to keep its current model for determining coverage areas and interference zones, saying proposed changes to the methodology are "plainly unlawful," according to a filing. The FCC's proposed changes would go against Congress' intent for the agency to use the existing methodology, NAB says, adding that the proposal would shrink coverage areas instead of preserving them as the law directs.
