Feds to increase scanning of private Internet activity

Civilian-run infrastructure will be subject to increased Internet scanning by the U.S. government in an extended program that aims to improve cybersecurity by looking at traffic to and from defense contractors, Joseph Menn and Deborah Charles write. Workers at utilities, banks and other businesses could have e-mails and other Web activities checked in order to prevent cyberattacks.
