La. city council changes process for outdoor music

The New Orleans City Council has decided to direct scheduling of outdoor music events within four blocks of the Mississippi River through councilors, after a festival drew complaints from residents. The plan is the first step in establishing a more comprehensive permitting process, Councilwoman Kristin Gisleson Palmer says.
