Pa. district seeks to adopt new rule on school-meal debt

Under a proposed new policy, a Pennsylvania school district would take additional steps to ensure students do not have outstanding school-meal balances -- even withholding diplomas if charges are not paid. "The overall philosophy of (the policy) is we have to be fiscally responsible," district officials recently told school board members.
