Obama energy plan calls on states to take lead in cutting waste

President Barack Obama's blueprint on energy includes a proposed $200 million in incentive financing for states that undertake infrastructure modernization with the goal of improving efficiency. The plan -- which seeks to cut energy waste in half by 2030 -- encourages states to update their regulatory platforms to promote smart grid solutions such as distributed generation and demand response, and includes a broad-based, $2 billion clean transportation initiative.
