U.S. Senate passes first budget bill in four years

The U.S. Senate narrowly passed a budget bill, its first in four years, with a plan that is heavy on tax increases and is unlikely to survive intact in negotiations to reconcile with an earlier House bill. Earlier passage of a stopgap funding measure Thursday averted the threat of a government shutdown this week.
