Ice jams, blizzard spur flooding in North Dakota

Officials are calling for evacuations along the Missouri River in North Dakota, especially near Bismarck, where ice jams and a blizzard are contributing to flooding. State officials say they may use dynamite to blow open ice jams on either side of the city. President Barack Obama has declared North Dakota a federal disaster area, meaning the federal government will help the state pay for disaster-relief efforts.
