Calif. city council might offer incentive for Samsung facility

The San Jose, Calif., City Council is considering a $7 million incentive package to entice Samsung Semiconductor to build a research-and-development center in the city, which is competing with Austin, Texas, for the facility. The package includes tax breaks and equipment reimbursement.
