Refinery expansion sought amid challenges

Increases in U.S. fossil fuel production are creating demand for domestic refining capacity, but the economic and regulatory environments make such projects difficult to realize, experts said last week. "The challenge is finding a place where the community is accepting and you meet all the refinery standards. It probably is easier in Texas or Louisiana, where you have a 100-year history of refining, than in New Jersey or Massachusetts," said Bernard Weinstein, associate director of the Maguire Energy Institute.
