Senate takes recess, makes deal for no recess appointments

The Senate is taking a two-week recess, and leaders struck an agreement with the White House that the president would not make any recess appointments. Last year, President Barack Obama used a pro forma session for a recess appointment of Richard Cordray as director of the Consumer Financial Protection Bureau.
