Delay of rail-car delivery prompts bond debate in N.Y.

A plan to rebuild subway cars used in Buffalo, N.Y., has run into significant delays, leading to talk of collecting the $24 million bond in place for the project. The mayor of Hornell, N.Y., is advocating for calling the bond. "I just think the citizens of Buffalo deserve delivery on a contract awarded almost seven years ago," he said.
