Report: States and universities must work together on funding

State and higher-education officials must work together to fix budget problems, according to a new report from the National Association of State Budget Officers, a nonpartisan group of state-government officials. The report recommends, among other things, ending tuition set-asides and calling on lawmakers to make funding for colleges and universities more stable.
