Sequester cuts just the start of change, experts say

Even if sequestration were eliminated, military budgets wouldn't grow, defense industry analysts say, and the future may include consolidation of companies, even shutdowns. Analysts point to the Defense Department, saying reform is needed on personnel costs, but others say pay and benefits already are stretched thin.
