Ill. district under fire from the state over special education

An Illinois school district is being threatened with dissolution over charges it is failing to properly educate its students with special needs. East St. Louis School District 189, which also was the subject of a 1994 class-action lawsuit over special education, is being questioned over its failure to fill 23 special-education positions, its accounting of the number of students in special education and its discipline policies.
