L.A. officials consider alternate plan for sign rules

The Los Angeles City Council has dropped a 2-year-old proposal to tighten sign rules on local businesses and is now considering an alternate proposal that would levy new fees on sign-permit holders to fund a crackdown on nonpermitted signs. Business owners cheered it as a partial victory but remain concerned about a provision that would allow residents to sue over signs they don't like. Some business owners also say proposed fines for signs that violate the city's rules are excessive.
