Bureau: Workers' comp manual rates in Calif. rose 4% in second half

Workers' compensation manual rates in California increased by an average of 4% in the second half of last year, according to data from the Workers' Compensation Insurance Rating Bureau of California. Manual rates rose to an average of $3.39 per $100 of payroll during the second half, with the average filed pure premium rate increasing 2%, the bureau said.
