Public-private Medicaid strategy could pose challenges

Oregon has had mixed results over the past decade as it has used Medicaid funds to obtain coverage for some eligible residents under private insurance plans. Enrollees have had broader access to providers, but some services are not covered and the number of enrollees was capped. Other states that want to implement similar programs could be restricted by Medicaid rules on copayments and deductibles.
