Japanese gay, lesbian couples now able to marry in other nations

Japan, which does not permit gay and lesbian citizens to marry, has changed a paperwork requirement that will allow couples to marry in countries with equal marriage rights. The policy gives couples the right to receive a certificate from local authorities stipulating they are single and legally old enough to marry.
