European banks tapped Fed's discount window for billions

The Federal Reserve disclosed borrowers that sought emergency loans from its discount window at the height of the financial crisis in 2008. The US central bank extended tens of billions of dollars in loans to European banks, including Dexia, Depfa Bank, Royal Bank of Scotland and Societe Generale. The day such lending peaked, nine of the 12 biggest borrowers were foreign.
