Schools receiving federal stimulus money will be expected to give something in return, said Secretary of Education Arne Duncan. To be eligible for a second round of money, governors must promise to work toward improving teacher quality and other aspects of education, and back up that pledge by providing data on student and school achievement and graduation rates.
