Tests should be used to evaluate the quality of teachers, says W. James Popham, professor emeritus at University of California, Los Angeles's Graduate School of Education. "But only the right tests," he said. School districts nationwide are faced with determining the right way to assess teachers and, in doing so, how much emphasis to place on student achievement. Approaches have varied, with some choosing to include student achievement as one of many factors in evaluating teachers' effectiveness and others including a focus on classroom observation.
