Proposals to upend EPA's rules may head to Senate, House floors this week

Sen. Joe Manchin, D-W.Va., is hoping for about 15 Senate Democrats to endorse the Republican-sponsored measure that would block the Environmental Protection Agency's ability to regulate carbon emissions. The measure, an amendment to a small-business bill proposed by Senate Minority Leader Mitch McConnell, R-Ky., might receive a Senate vote this week. House Republicans are preparing to take up their version of the measure this week, said a spokeswoman for Majority Leader Eric Cantor, R-Va.
