Report questions IRS' focus on small businesses

Small businesses are bearing the brunt of efforts by the Internal Revenue Service to boost tax receipts, according to a study by the Small Business Administration's Office of Advocacy. The IRS has introduced proposals, including increased audits, designed to recover billions of dollars in unreported tax liabilities. "A better strategy for the IRS to increase their compliance would be through outreach and education programs, and a more balanced approach to enforcement," said Winslow Sargeant, the SBA's chief counsel for advocacy.
