Commentary: Libor situation puts banks in tough position

Big banks are finding themselves caught in the middle of competing rules involving the London Interbank Offered Rate, Floyd Norris writes. "If they do what some regulators want, it appears they will be directly defying other regulators," he writes. "If they do what those other regulators want, they may end up facing criminal charges."
