N.C. governor proposes private managed care for Medicaid

North Carolina Gov. Pat McCrory, a Republican, has proposed transitioning the state's Medicaid program away from fee-for-service and toward a capitated managed care model. Under the proposal, the state would select three or four companies that bid to operate statewide managed care plans and reimburse based on outcomes.
