Officials: Sandy-relief grants are now contingent on home elevations

A new federal standard requires Hurricane Sandy victims to raise their homes one foot or more above heights determined by the Federal Emergency Management Agency in order to qualify for disaster-relief grants, officials said. "We need to recognize the reality of rising sea levels and extreme weather events. We can do better than simply react from one storm to another," Transportation Secretary Ray LaHood said.
