Planning under way for $1.5B Wash. waterfront project

A 32-acre residential and business district is being planned for the waterfront of Vancouver, Wash. The $1.5 billion development will consist of 1.45 million square feet of space for offices and retail, 3,300 housing units and twin access tunnels beneath rail tracks. A new Interstate 5 bridge and light rail are also possible.
