Syrian cease-fire is moved back to April 12

Several Syrian towns were being shelled, and refugees were streaming over the border with Turkey, as a UN envoy arrived in Damascus to discuss the planned cease-fire between Syrian troops and opposition forces expected by the world body to be in place by April 12. Humanitarian aid was destroyed Wednesday after a Red Crescent distribution center was set on fire in the besieged city of Homs.
