Calif. lawmakers try again for plastic-bag ban

The California Assembly is considering a bill to ban plastic bags and require consumers to either bring a reusable bag or buy a recycled paper sack at checkout. Similar measures have failed in years past, even as 70 cities and counties have enacted local bans.
