Lawyer: FCC repacking to produce wide, possibly unwelcome effects

Mandatory repacking of technical facilities and service areas after the Federal Communications Commission's spectrum auction is likely to affect more stations than commonly believed in the industry, writes communications lawyer Michael D. Berg. For one thing, the FCC's view of the Spectrum Act's preservation standard allows for loss of viewers in one area to be made up by adding another area, a provision the NAB has objected to, insisting that current viewer areas should be maintained.
