Report: ELL students improve, but achievement gap remains

More English-language learners nationwide are proficient in math and reading, according to a report by the Center on Education Policy that is based on a comparison of state test scores from 2005-06 to 2007-08. However, data shows the achievement gap between ELL and traditional students remains large.
