Amended literacy bill in Kan. targets first-graders for retention

Kansas lawmakers passed an amended bill targeting early-reading instruction, but would hold back first-grade students who scored below grade level on state reading tests, rather than third-graders. The bill calls for holding back students who attend schools with a higher percentage of struggling readers and only after they have been retested.
