School officials in South Florida are expecting lower test scores this year following efforts to raise standards and administer new standardized exams. Increases in standards typically produce a one-year drop in performance, said Jane Fletcher, director of accountability and policy research for the Florida Department of Education. Miami-Dade County superintendent Alberto Carvalho said districts need to explain the changes so the changes in results are understood.
