Two commissioners of the Securities and Exchange Commission said proposed changes meant to bolster the mortgage market could increase the dominance of Fannie Mae and Freddie Mac. Kathleen Casey and Troy Paredes, the SEC's Republican commissioners, expressed concern that Fannie and Freddie would be given an unfair advantage because they are not required to register securities with the SEC.
