At a time when most investors are cutting their ties to the Strip, real-estate mogul Stephen Siegel thinks he's found a way to turn a profit in Sin City: Tenants at his 4,000 "Siegel Suites" receive seven vouchers for a free meal in one of Siegel's casinos every time they pay their weekly rent. Siegel says the "Stay Here, Eat Free" conceit attracts budget-minded tenants and motivates them to stay on top of their payments.
