How should teachers assign homework in elementary school?

Homework can be useful in educating elementary-school students as long as it goes beyond rote memorization, says the principal of a New Hampshire elementary school. Several principals say they seek to limit the time young students spend completing homework, and assign reading and other meaningful assignments. Educators note that homework also helps young students develop study habits they will need in later grades. Studies on the topic, however, have been mixed.
