Divided Ohio city council OKs position despite planned layoffs

A split Cincinnati City Council has voted to hire a manager for a streetcar project. The annual salary of as much as $180,000 would come from project funds. Councilors who objected questioned a need to spend that kind of money after officials announced hundreds of police and firefighter layoffs to address a $35 million budget deficit.
