Energy firm rushes to break ground for $2B coal-fired plant

Allied Energy Services is in a "dead sprint" to begin building its 850-megawatt coal-fired Plant Washington near Sandersville, Ga., before April 13. If it does, the $2.1 billion plant would be exempted from the Environmental Protection Agency's proposed New Source Performance Standard that would limit carbon dioxide emissions for new power plants. Meanwhile, the April 13 date may be only a target; the rule will be enacted in the "not-too-distant future," said Heather Zichal, President Barack Obama’s top climate adviser.
