EPA proposal would revise rules for construction-site runoff

Best management practices would supplant measurements of numeric turbidity limits in addressing stormwater runoff at construction sites under a proposal by the Environmental Protection Agency. The proposed revisions are the result of a settlement between the EPA and builders and utilities over the 2009 stormwater rule. The comments period on the proposal will run through the end of May.
