Proper methods, materials should have averted bridge-bolt failure

Rod failures on the San Francisco-Oakland Bay Bridge in California could have been averted, according to two metallurgical engineers, who said that "proper procedures, materials and testing all down the line should have either prevented the failure or caught it before the rods were installed." Documents released by the California Department of Transportation indicate that the maker of the bolts had been "flagged years before for shoddy work."
