Educators: Connecticut policies put gifted programs at risk

Connecticut's gifted-education programs are not mandated or funded by the state, so some administrators are cutting them to balance district budgets. But gifted educators say such moves shortchange bright students who are then at greater risk of losing interest in school. The state used to fund gifted programs at the same rate as those for students with special needs.
