Many strong banks quickly repaid the bailout money they received as part of the Troubled Asset Relief Program, but M&T Bank has not done so despite its financial health. The bank might not want to dilute the stakes of shareholders by issuing new stock, analysts say. Another reason could be the bank's capital buffer, which is lower than some of its peers'.
