President's budget to include anti-fraud measures

President Barack Obama's fiscal 2014 budget will include proposals to combat tax refund fraud and identity theft, an administration official says. Proposed measures will include a $5,000 civil penalty for anyone who fraudulently files a tax return posing as someone else and measures to make it harder to access Social Security death records.
