Va. city council authorizes hotel and conference center

The Norfolk, Va., City Council has approved construction of a luxury hotel and a 50,000-square-foot conference center downtown, after years of debate. Some councilors wanted to delay the vote so more analysis could be conducted on the project's impact. The development is expected to add 750 jobs and $2 million in annual revenue.
