Cost estimates double for health insurance exchanges

The estimated cost to get the Affordable Care Act's health insurance marketplaces up and running will be $5.7 billion in 2014, according to President Barack Obama's budget proposal. Fewer states than anticipated are setting up their own marketplaces, and Congress set an aggressive deadline for commencing operation, leading to higher-than-projected costs, analysts, lobbyists and administration officials say.
