HHS eyes twofold increase in setup costs for insurance exchanges

The HHS could spend $4.4 billion on grants by year-end to assist states in setting up insurance exchanges, more than twice the original estimate, according to budget documents released Wednesday. The HHS is also requesting another $1.5 billion to operate exchanges for states that don't create their own.
