How would Obama's budget affect higher education?

President Barack Obama's new budget proposal for fiscal 2014 would provide $8 billion to community colleges for job-training programs and increase the maximum Pell Grant by $140, to $5,785. The plan, released Wednesday, would also expand the Perkins Loan program and link student-loan interest rates to U.S. Treasury securities.
