Physicians must take the lead in changing U.S. health care because efforts to reform the system that did not have the support of doctors have failed, according to Ezekiel Emanuel, M.D., chairman of medical ethics and health policy at the University of Pennsylvania. He also said that the only way to reduce health spending is to adopt a value-based payment model.
